The notion of strategy has been addressed repeatedly in the political science, sociology of higher education, economics, marketing, and public management literature. In the IT area, strategy drives system design, development and adoption. Therefore, changes of strategy should result in implementation changes (e.g., website design changes) that are consistent with strategic change. Thus, how to change website to implement strategy changes is a crucial consideration for website developers. In modified frameworks about strategy and website design, we examine the relationship between the two in the context of university strategy and website implementation, and try to quantify the elements of strategy and website design based on five P's theory and Vitruvius theory.
